Locus is a national RTPI award-winning heritage consultancy, founded in 2012 and now co-owned by Adam and Tom.
Nearly fourteen years on, we are an independent heritage planning consultancy, working with clients across the UK, with projects mostly split between Greater London and the Midlands.
Our philosophy is simple: Bring development and heritage assets together to create successful places for our clients and future communities.

Adam Partington BA(Hons) MSc (Oxon)
FOUNDER
Adam brings over 20 years’ experience in the heritage planning sector and is recognised as an expert heritage witness. His career began with roles at the European Union and Historic England, followed by work within local authority development management and strategic planning teams. Adam takes pride in delivering exceptional service to a wide range of private and commercial clients, offering clear, authoritative advice on complex heritage and planning matters.
Outside of work he can be caught sailing, diving, walking, tormenting himself on the golf course, gardening, playing cricket and watching the rugby.

Tom Street BA(Hons) MSc IHBC
DIRECTOR
Tom is a heritage specialist with over 17 years’ experience, known for balancing conservation, creativity and pragmatism in working with heritage assets. He began his career as a Conservation Officer at Rushcliffe Borough Council before spending a decade at Nottingham City Council in the same role. In private practice, Tom has worked for a range of organisations, most recently leading the heritage consultancy offer for the North Region at Purcell Architecture.
Tom has returned to Locus as Director and Co-owner to apply his deep and varied knowledge of the built heritage sector to support clients in navigating complex planning and heritage challenges.
Outside of work, Tom enjoys cycling, hiking, and scale modelling.
